（2）国家公派出国留学人员的出国置装费、出国旅费、在国外学习期间的学习和生活费，研究生和大学生中途回国休假的往返国际旅费等，按国家的统一规定办理。 （3）单位公派出国留学人员的出国置装费、出国旅费、在国外学习期间的学习和生活费，研究生和大学生中途回国休假的往返旅费等，按派出部门、地方、单位参照国家统一规定结合选派单位具体情况制定的有关规定办理。 （4）公派大学生、研究生自费回国休假、探亲，以不影响学习为前提，由驻外使、领馆审批。 （5）学成归国的公派留学人员，一般应回原单位工作，如用非所学，不能发挥本人专业特长，由其所在单位报请个级部委或省、自治区、直辖市的有关部门的酌情办理。 3、因公出国留学人员护照的申领 下列因公出国留学人员，按国家规定，持用因公普通护照： （1）根据协议、合同被派往国外的留学生、研究生、进修生、访问学者或进行合作研究、讲学、任教的有关人员； （2）被派往国外实习、接受培训、监造和检验等人员。 上述因公普通护照的颁发机构是我国外交部或授权受理的省、市外事办公室。 （三）在国外从事“博士后”研究或实习的办法 1、国内在职人申请去国外从事“博士后”研究或实习的审批办法 （1）由申请人向所在单位提出申请报告，说明拟从事“博士后”研究或实习的理由、内容和期限。 （2）所在单位组织专家、教授对所提“博士后”的研究方向或实习的业务范围进行评议并签署意见，由该单位领导批准后，按隶属关系报部委或省、自治区、直辖市主管部门办理出国审批手续。 （3）去国外从事“博士后”研究或实习所需经费，一般由派出单位解决。 （4）获准者，其在国外从事“博士后”研究或实习期间，国内工资照发。 2、出国研究生在国外从事“博士后”研究或实习的办法 （1）出国研究生在国外获得博士学位后，如需在国外直接从事“博士后”研究或实习，须由本人提前向其国内派出单位和我驻外使、领馆提出申请报告，说明拟从事“博士后”研究或实习的理由、内容和期限。 （2）国内派出单位收到申请后，须在三个月以内组织有关专家、教授评议并签署意见，由单位领导审批后，通过有关驻外使、领馆通知申请者。三十月后得不到派出单位答复的，即由我驻外使、领馆审定。 （3）申请者联系妥在国外从事“博士后”研究或实习的单位，并收到聘书后，本人应将从事“博士后”研究方向或实习业务范围、单位和期限等报告国内派出单位和驻外使、领馆。其研究课题或实习的业务范围与原申请批复不符的，应重新报请审批。 （4）在国外从事“博士后”研究或实习所需一切费用，包括完成“博士后”研究或实习结束后的回国旅费，均由本人自理。 （5）研究生在国外获得博士学位后，要求转到第三国从事，“博士后”研究或实习，一般应先回国工作一段时间后，再提出申请。因特殊需要由国外直接转第三国的，应提前半年提出申请，按隶属关系报部委或省、自治区、直辖市主管部门批准。 （6）从事国外的“博士后”研究或实习的期限一般为一年至一年半。 （四）自费出国留学的有关规定 1、自费出国留学人员的条件和工龄、待遇 （1）自费出国留学人员是指我国公民提供可靠证明，由其定居外国及香港、澳门、台湾地区亲友资助，或使用本人、亲友在国内的外汇资金，到国外高等学校、科研机构学习或进修的人员。 （2）非在职人员，在高等院校学习的非应届毕业班的学生和归国华侨及其眷属，国外华侨，香港、澳门、台湾同胞和外籍华人在内地的眷属，符合（1）的情况并取得国外入学许可证件和经济担保书的，均可申请自费出国留学。 （3）在职职工要求离职自费出国留学，应事先经所在单位批准。 高等学校应届毕业班的学生，已经列入国家分配计划，应服从分配，为国家服务。 国内在学研究生，一般不得中断学习自费出国留学。 （4）凡全日制高等教育机构公费的各级别毕业生，在读四年级以上（含四年级）学生、研究生及在这段学习期间退学的人员，全日制成人高校的毕业生，都必须按规定完成服务期年限后方可申请自费出国留学。 凡全日制高等教育机构在读四年级以下（不含四年级）学生和全日制成人高校公费在读学生在偿还学习期间国家负担的培养费后，可申请自费出国留学。自出境之日起八年内回国服务的，退还其所交的培养费。 在读或迟学的全日制高等教育机构公费学生或研究生，如果系归国华侨、国外华侨、香港、澳门、台湾同胞和外籍华人的直系眷属，则自费出国留学可免交培养费；如果系上述六类人员的非直系眷属，应在偿还学习期间国家负担的培养费后，可申请自费出国留学；属应完成服务期年限人员中的直系眷属可免除服务期，非直系眷属在偿还培养费后，亦可免除服务期。 完成服务期年限的在职人员自费出国留学，应提前半年向所在单位提出申请，已与单位签订聘用合同（协议）的人员，须认定其已履行合同（协议）后，方可申请自费出国留学。 具有大学和大学以上学历人员自费出国留学，必须到省、自治区、直辖市一级自费出国留学审核机构办理学历和完成服务期年限的审核手续，只有获准后方可向公安机关申请出国护照。 （5）专业技术骨干人员，包括助理研究员、讲师，工程师、主治医师及以上的人员，毕业研究生以及优秀文艺骨干、优秀运动员、机关工作业务骨干和具有特殊技艺的人才等，申请自费出国留学，应尽量纳入公派范围，获准后他们在国外留学期间的管理和国内待遇按公派出国留学办法办理。 （6）高等学校在校学生获准自费出国留学的，可保留学籍一年，在职人员获准自费出国留学的，从出境的下一个月起停发工资，保留公职一年。 （7）在职人员自费出国留学回国工作后，出国前工龄可以保留，并与回国后的工作时间合并计算工龄。获得博士学位回国参加工作的，其在国外攻读博士学位的年限，国内计算工龄，工龄计算办法与公派留学人员相同。 （8）对学成回国工作的自费出国留学人员，凡获得学士以上学位者，其回国国际旅费，由国家或用人单位提供，其国内安家费由用人单位按不同情况给予补助。 （9）自费留学的毕业研究生，大学本科、专科毕业生，要求国家分配工作的，可于毕业前半年与我驻外使、领馆联系，办理有关登记手续，由国家教育委员会负责安排并分配工作；或在回国后向国家教育委员会登记，按同类公派留学人员分配办法及工资待遇的规定办理。 2、自费出国留学人员护照的申领 自费留学人员属于因私出国，应办理私普通护照，颁发护照机构是授权受理的各省、自治区、直辖市公安部门。属在校学生或在职职工的，所在学校或单位应签署意见。具体办理手续时，必须备好如下材料： （1）单位介绍信： （2）户口薄或集体户口证明，写明本人出生地和出生年月日； （3）“经济担保”的复印件，并附译文。“经济担保”须经公证后方有效； （4）本人近期正面免冠光纸照片五张，并在照片背面用铅笔写上名字； （5）填写《自费出国留学人员登记表》、《本国公民出国申请表》 （6）用人民币交纳护照费、签证费、手续费、邮费。 为了保证公民的出国申请能够及时得到批准，我国政府规定了公安机关在受理申请后必须在规定的时间内作出批准或者不批准的决定。目前规定的时限是：出国申请的批复一般不超过三十天，偏僻和交通不便的地方最长也不超过六十天。 （五）出国留学人员出境前后的联系办法 在留学人员集中的国家，我使、领馆设立教育处（组），配有专职干部负责留学人员的工作；在留学人员少的国家，由使、领馆指定干部兼管（一般是文化处）。国家公派留学人员的行期一旦确定，可与有关驻外使、领馆联系。在可能的条件下，我驻外使（领）馆接到电传后，一般会派车到机场迎接我留学人员（或委托留学生联谊会接待）。有的接回教育处（组）所在地小住，交待注意事项办理有关手续，有的在机场交待完注意事项放生活费以后帮助转机（或火车，或公共电、汽车）达目的地。如因故无人迎接者，可打电话与使、领馆联系或乘车到使、领馆报到（或与当地留学生组织联系）。赴加拿大、德国的留学人员要自己乘车直接到留学生联谊会。单位公派，使馆一般不接，由自己与接待单位联系。 如果留学人员直接到达学习或工作单位者，到后要及时与使、领馆教育处（组）或负责留学生工作的同志联系、报到，并将“报到证”交使、领馆教育处（组）。并及早与当地留学人员组织取得联系。 许多国家都要求入境的外国人在入境一周（有的一月）内到当地警察局办理登记手续，领取居留证（或身份证），有的还要求居留证心须随身携带（如不带，查出要罚款）。离境时，要求注销，并办理出境签证手续。到达后务必询问清楚，并及时办理有关手续。 （六）赴国外留学的有关事项 1、美国 （1）到美国留学的四种考试 ①TOEFL考试。TOEFL是美国考试服务处为赴美国和加拿大留学的外国学生提供的英语考试，对于申请到美国和加拿大学习的非英语国家学生，对方一般都要求有TOEFL考试的成绩。 TOEFL考试的主要目的是考察非英语国家学生的英语熟练程度。TOEFL是一种从几个答案中选择正确答案的考试，考试时间一般为三小时，考试内容包括三大部分:①听力理解（衡量对英语口语的理解能力）；②结构与书面表达（衡量辨认标准书面英语的能力）；③阅读理解与词汇（衡量对非技术性阅读材料的理解能力）。 TOEFL考试成绩两年内有效，一般应在对外联系学校前二个月或提前半年就报考TOEFL对方学校得到考生的TOEFL成绩后，作出录取与否的决定。 ②GRE考试。GRE考试是美国考试服务处（ETS）提供的研究生入学考试。对于申请进入美国大学研究生院学习的学生，多数院校都要求具有GRE考试成绩。但也有一些院校不要求，或经过协商后，同意免试。GRE考试分为一般考试（亦称能力考试）和专业考试两种。有些学校某些专业要求一般考试的成绩，有些学校某些专业则要求一般和专业两项考试的成绩。申请人应首先通过查阅书籍或询问弄清对方的要求后，再决定参加何种考试。 ③GMAT考试。GMAT考试是美国考试服务处提供的管理学研究生入学考试。这种考试旨在了解申请入学者是否具备在商业和管理专业研究生阶段学习的资格。全世界有八百多个研究生管理学教学项目采用GMAT考试成绩，大约六百所院校要求申请入学者提供GMAT考试成绩。在美国，大多数研究生院的管理专业都把GMAT的考试成绩作为入学的标准之一，同时也作为第一学年学术成绩的一次预测。 ④TSE考试。TSE考试是美国考试服务处提供的英语口语考试，TSE考试着重考察非英语国家学生的英语口语熟练程度。考试时，发给每位学生一本考试手册，考生不得携带纸、笔和字典等进入考场。考试内容共分七个部分，有些部分要求考生朗读被指定的一本考试手册上的材料，整个考试的指导说明和考题都录在一盘磁带上，在考试正式开始之前，考生应先看一下考试规则然后听录音，回答问题时要对着话筒（麦克风），考生的回答就被录进另一盘磁带。这种考试不要求用笔做书面回答，考试时间共为半小时。 （2）申请去美国自费留学的条件 自费留学不受学历、年龄和工作年限的限制，凡具备以下条件者，均可申请自费到美国上大学（专科或本科）、读研究生或进修。 ①通过正当和合法手续取得足够的外汇资助或国外奖学金。即：持有亲友提供的经济保证书（须得到所去国家的认可）；或持有国外院校、科研机构和基金会等提供的奖学金或资助证明。其所得外汇资助或国外奖学金，应能维持本人在国外学习期间的学习和生活费用。 ②办好入学证件（入学通知书、邀请信），和办理护照签证所需的有关手续。 ③英语水平足以在美国修读全日程的课程。 ④身体健康，能适应繁重的学习任务的要求。 （3）申请去美国留学的手续 无论自费或公费出国留学，一般由本人联系学校，并按对方来信要求准备好有关材料，如经济保证书；TOEFL等考试成绩单；推荐信；本人学历证书等，然后办理申请手续。一般来说，需办理以下手续。 ①写一篇自我介绍。通常是简略介绍自己的有关情况、所受教育、个人专业爱好及未来计划等。 ②详细说明经济状况。由我国学校寄来自备表格或学院奖学金服务组织的“经济状况声明书”的，可按其中要求填写。个人用信件说明也可以。 ③申请主修音乐、绘画或摄影艺术的，应附上一个盒式录音带或代表作。 ④寄去两张照片。 ⑤寄去健康证明一份。 ⑥如学校要求付报名费，应尽早汇寄。无办支付者可请求宽免，有时能获得准许。 申请人办妥所有规定的手续之后，学校便会受理入学申请。 2、加拿大 （1）留学的条件 ①学历要符合申请大学的要求。 ②有可靠的资金来源，或在加拿大银行有足够交付学费及生活费用的存款。政府派遣的留学生，要有官方资金保证书。 ③通过英文考试来测定语言能力。讲法语的院校设有法语考试。使用英语的大学承认国际通用的考试，如TOEFL考试。研究生的TOEFL考试成绩必须在550分以上。 ④体检合格证。 具备以上条件，校方发给申请人接收信件，即可办理入境手续。 申请攻读硕士学位的学生，需要有普通或荣誉学士学位，各科分数不低于65分，申请进修的专业成绩要求是80分以上。 申请攻读博士学位的学生，需具有硕士学位，各科分数均在70分以上；或具有荣誉学士学位，各科分数均在80分以上。有些学科的院系，对申请博士进修课的学生要先进行考试，合格者方可参加博士进修课程的学习。 （2）学校的选择 在选择学校时，一般应该注意以下几点： ①要了解所选的学校有没有自己想学的课程，特别是去攻读研究生的，要弄清楚所选学校的课程设置范围，以便选择自己特别想修读的课程。 ②要弄清楚自己以往的学历是否符合学校的招收条件。许多学校对于入学标准都有说明，了解这一情况后，才能对自己入学的机会有多大做到心中有数。 ③所选的学校对外国学生提供经济援助的政策如何，有些学校可能只免学费而不提供其他费用，有的提供奖学金、贷款和校内兼职工作。还有一些学校对外国学生不予以任何资助或至少在第一年不予以资助，一般说，到加拿大大学本科学习的学生很少能从学校得到资肋。各大学和加拿大政府所提供的大部分援助只限用于研究生。 （3）入学申请手续 学校选好之后，就应设法索取这些学校的资料。一般可以给有关大学的学生注册的主管者写信索取，然后根据了解的具体情况，再决定正式申请三至六所学校。写信要简明扼要。信的内容可包括： ①详细姓名，特别要把“姓”标明。 ②按阳历算年法的出生年月日。 ③现在的通信地址。 ④学历和获得或即将获得的文凭，并说明成绩，及在班上的名次。 ⑤是否有足够的经费支付学费、生活费及往返的国际旅费，或是否打算申请奖学金。 ⑥所要修读的课程和学位。 学校收到来信后，可能会寄一份正式申请表给申请者，如果认为提供的资料不够，则要再填一份《初步申请书》，学校认为满意，便把正式申请表寄给学生。如学校认为申请者不符规定的最低入学标准或无力支付学费等，也可能婉拒申请。 申请者按到正式申请表后，要按要求详细填写。同时还要备有认可的英文、法文成绩报告单译文。此外，还得写一篇自传，如果没有特别要求，一般只要略写自己的经历、论著，所受教育情况，个人兴趣及未来计划即可。 3、英国 （1）留学条件 ①必须有必要的学历。各大学都要求申请人出具学历证明，如大学文凭、成绩单等，以证明其有能力在英国的大学学习所申请的学科和学位。 ②一般要求申请人能听懂讲课，能阅读资料文献，能用英语进行师生交谈和参加学术研讨，并能较熟练地用书面表达自己的思想，如申请人来自英语为非本族语的国家，则要求在赴英前通过ELTS考试。ELTS只是摸底考试，不是淘汰考试。根据中英两国政府签订的文件协定，我方人员ELTS考试分数达6分者即可赴英。 ③必须具有在英学习期间所需要费用的经济保障。 ④必须身体健康并具有体检证明。英国方面特别强调患有肺结核或其他各种传染疾病者不予录取。 以上四条是去英国留学的最基本条件，也是各大学的总的要求。除此之外，各大学可能还有自己的具体要求（特别在专业基础方面）。申请人须向有关学校直接联系询问。 （2）入学考试 申请入学一般都要经过考试。入学标准一般以通过英国的普通教育证书或苏格兰教育证书的考试来衡量。申请人的原有学历只供录取时参考，是否录取最终要看考试成绩。一般最低要求是通过五门指定科目的考试。其中两门达到高级水平或通过四门指定科目的考试，其中三门达到高级水平。 如申请人在国内已获得了与申请所学科目有关的学位，则录取时会被优先考虑。英方往往建议申请人先在本国取得初级学位，然后再去英国大学学习，即使是重读一个初级学位也对本人更为有利。 英国文化委员会与剑桥大学地方考试管理会特别委员会联合举办的ELTS考试，是英国大学及研究机构要求各国留学生在赴英前，以通过ELTS考试作为英语过关的证据。 如要参加ELTS考试，可向驻我国的英国文化委员会代表机构或英国使馆提出申请。该考试中心将通过它们向你提供有关考试日期、地点、费用等详细情况，同时将给你一份报考申请表。 （3）申请入学的手续 如攻读英国全日制大学本科生学位或毕业文凭，除白金汉大学外，都须通过英国的大学招生中心进行申请。该中心地址如下： Universities Central Council on Admissions， POBox28，Cheltenham，Glos, Gl50 1HY UK 一般每年6月1日前可免费向该中心索取“申请须知”，申请表格及各大学名单、课程设置手册等材料。去信可按下述格式填写： To UCCA POBox28 Cheltenham,Glos GL50 1HY UK Plese send a copy of the current UCCA handbook and application form for enrty to university in October l9_______to the addrees below Name_________ Address___________ 4、法国 （1）留学条件 无论是公派的还是自费的赴法留学人员，都必须具备以下五个条件： ①获得经济保证。获得的经济资助，应足以维持在法学习期间的学习和生活。②持有法国某高等院校或语言培训中心的入学通知书，或科研机构的邀请信。③持有学历证明。④具有相当的法语水平。⑤持有健康证明。 凡具备上述条件的，即可办理赴怯留学的申请手续，即中方护照及出国签证和法方的入境签证。公派和自费公派赴法留学人员的出国手续均由派管单位按隶属关系，向其上级部委或省、自治区和直辖市的有关部门负责办理出国护照、签证手续，以及办理与法国高等院校、科研机构联系的事宜。当然，当事人也可自己联系学校或科研机构。自费赴法留学人员，在收到入学许可证和外汇资助（经济担保书）证明后，可向所在学校或单位提出申请。然后，本人持办理护照所需材料及单位意见，到当地公安部门申请办理出国护照。最后，本人持护照去法国驻华使、领馆办理入境签证。 （2）自费留学人员助学金的申请 法国政府每年向在各高等院校学习的法国和国外大学生提供大批助学金。以1983年—1984学年为例，享受法国政府助学金待遇的法国和外国学生总人数达137314人之多。其中，外国留学生9274人，占总人数的7%。在这批外国留学生中，有3177人享受法国对外关系部提供的助学金，6097人亨受法国对外关系部分合作与开发署提供的助学金。 此外，法国对外关系部每年还向外国留学生及教师提供3800份用于短期语言、教学法培训的助学金；并且对外关系部还与财政部一起提供7855份用于各类培训的助学金。 法国政府助学金的享受者可获得：生活津贴，旅费及行李托运费，社会保证金和培训费。 自费生可向法国驻华使馆文比参赞、科技合作参赞、法国驻上海领事馆总领事写信申请法国政府助学金。首先要索取申请表格，然后逐项按要求填好，并附上所规定交纳的各种材料（注意，法方拒绝受理材料不齐的申请），然后，在法方规定的截止日期前，把申请表格及材料寄到法国驻华使、领馆。申请日期一般在每年9—10月份。 （3）办理入学认可证件 首先，根据法国高等院校专业及各专业课程设置等情况，选择理想的高等院校。 然后，通过在法国居住的亲友，或直接给所选几所院校的教务处或接待处去信询问如何办理入学认可证件的有关手续。待对方答复后，再按对方要求填写申请表格及准备有关材料。 （4）申请入学许可需要准备的材料 ①个人简历。②学习成绩单。③学历证明。④公证过的出生证及译文的复印件。⑤两位专家或教授的推荐信。⑥如已学过法语，提供一份毕业或结业证书，标明学习期限及各项成绩，并加盖公章。⑦两个写有申请人地址的信封。
